Patch 13 covers:

      * binary database patch to fix wild db growth (Miro)
      * toerr() was always throwing (my stupidity: Brandon)
      * added match_crypted(), this was supposed to have been done a
        while ago.  Use this to match crypt()'ed strings--it handles
        varying cases (Brandon).
