[Coldstuff] ColdC and windows

Get a C compiler and compile it on a windows platform.  For the other =
person on the list who recently asked for it, I have gotten the =
downloads of the Borland compiler and haven't had a chance to compile =
it.  When I do compile it for windows I will be upping the ticks time =
out to at least 200k from 20k so that I can do some testing for our core =
before I recompile 11 on our main linux box.
