I guess that:

    Out-of-band messages 
	 Text and data used passed between MUD client and server and
	 not intended to be directly user-visible or interpreted as
	 user keyboard-input commands. MCP is a standard for the format
	 of these out-of-band messages.

covers most of the gripe.  But then I know what out-of-band means so I
can read between the lines and tell why this design decision is here.
