mcp spec note - negotiate protocol version



the spec says:

> Because the mcp-negotiate protocol is itself a protocol (the version
> described here is 2.0) an mcp-negotiate-can message should be sent
> for the mcp-negotiate protocol. For a 2.0 implementation, this

however, there doesn't seem to be a 1.0 version of the mcp-negotiate
protocol.  assuming we really want to call this version 2.0 rather
than 1.0 (and i don't see why), why would anyone say they can handle
1.0?
