About ignoring etc. An implementation should/will always be free
to unobtrusively flag etc. The point to be made is that
implementations are required to treat a syntactically incorrect mcp request
as if it wasnt received at all, no?

Do you have to describe what mangled means? Can it not be "not
syntactically correct"? 

Maybe I am missing fine points here..if so, please feel free to
ignore. I have not invested time in this as much as i should have
:-(
