i should clarify here: i think that what the spec implies now (an
implication i'm happy with, even if it needs to be more clearly
stated) is that for multiline values you must retain information about
line divisions; this'd probably usually be done with an array of some
kind.  for simple values, no statement is made; i don't think the spec
needs to care all that much how you store those.  what i'm getting at
here is that it's reasonable for simple and multiline values to be
indistinguishable as long as multiline values preserve the information
provided by the linebreaks.
