so, i've changed the mcp message to use version: and to: instead of
min-version: and max-version:.  any feelings on whether the
mcp-negotiate-can messages should ALSO have their args changed?
probably not, since there's no need for backwards compatibility there,
but.

i'll probably add a paragraph explaining the versioning stuff next.

also, i've changed cord to be mcp-cord every place it occurs as a
message or package name.

i HAVEN'T yet implemented jay's suggestion about multiline quoting.
it seems like there's some division on the issue.
