Prematurely:

tkMOO-light.  Tcl 8.0/Tk 8.0.  Has MCP/XMCP and can have MCP/2.1
whenever people stop flapping about and settle on something.  Available
free for non commercial use.  Could be reference material, I'll
endevour to ensure it passes the protocol cops tests.
