updated mcp spec. can we call this one final?

i've updated the spec making multilines optional.  essentially, if you
don't implement any packages which use multilines, you're free to not
implement them.  i also wrote a tiny section listing what's required
and what's optional.  it should be at
http://www.research.att.com/~davek/mcp2.html
as soon as our staging process puts it outside the firewall.  i'd say
about 1/2 hour or so.

anyone object to calling this version the final specification?  i
think this is pretty darn close.
