slightly updated spec

so, i've started in on some of the requested editorial changes to the
spec.
specifically:
- moved the standard packages to their own section.  right now, i'm
totally unhappy with the text introducing this section, and there
probably needs to be a little more textual glue between it and the
preceding section, but hey, at least it's there. i'm still
trying to figure out an appropriate name for section 2, which is
currently titled 'the mcp specification'.
- did the minor replacement of the phrase 'block on'.
- fixed the stupid bug in version-geq.
