MUD and MUD-like servers, generally speaking, prefer to run on UNIXish
systems. A few servers have been ported to Windows environments. I don't
happen to know whether there's any possibility of compiling Cold/Genesis
under Windows, but I don't think there is.
The usual thing to do is to get an account with a hosting provider, or set
up a box of your own running Linux. There are a few hosting providers out
there, available for anywhere from $10 to $40/month, depending on services
provided. I host a few games at Xidus.Net, you're welcome to contact me
